Find out whether asbestos is present

In practiceTake reasonable steps to determine the location, amount and condition of any asbestos-containing materials. For most pre-2000 buildings this means commissioning a management survey.

Presume it is asbestos until proved otherwise

In practiceUnless there is strong evidence a material does not contain asbestos, you must treat it as though it does. Assumption is not a defence; analysis is.

Record what you find, and keep it current

In practiceAn asbestos register recording location and condition, maintained as the building changes. A survey from 2009 in a filing cabinet is not a live record.

Assess the risk and write a management plan

In practiceA written plan setting out how the risk from each material will be managed, with priority actions, responsibilities and review dates. It must be acted on, not merely held.

In practiceThe information must reach contractors, maintenance staff and anyone else who may work on the fabric — before they start. This is where most incidents originate.

G1Am I the dutyholder?

If you own, occupy, manage or have any responsibility for non-domestic premises, the duty may fall to you — often through the repair and maintenance obligations in a lease or contract. Where responsibility is shared, it is shared in proportion to those obligations. It is rarely nobody.

G2Management survey or refurbishment survey?

A management survey supports normal occupation and the duty to manage. A refurbishment and demolition survey is fully intrusive and is required before any work that will disturb the fabric. Commissioning the wrong one is the single most common and most expensive error we see.

G3Does asbestos always have to be removed?

No — and removal is frequently the worse option. Material in good condition and unlikely to be disturbed is usually safest managed in place, recorded and monitored. Unnecessary removal creates both cost and risk.

G4What does it cost to use the register?

Nothing, and there is no obligation to appoint anyone. We are funded by supplier membership rather than commission, so quotes are not inflated to cover a referral fee and we have no financial interest in which supplier you choose.

G5What happens if a supplier's status lapses?

They stop receiving enquiries immediately and are removed from the register until evidence is restored. Where a lapse affects work already in progress, we contact the client directly.

G6Something has been disturbed. What now?

Stop work, keep people out of the area, and do not attempt to clean or cover it. Then call the advice line. Requests flagged as a disturbance are routed to suppliers offering same-day attendance.

A management survey booked before intrusive work leaves the material undiscovered — and the programme stops on day one.

AIB and lagging require an HSE licence. Firms that offer to remove them without one are not cutting cost, they are transferring risk to you.

01I think I've found asbestos. What do I do first?

Stop any work in the area, keep people out, and do not sweep, vacuum, wet or cover it. Disturbance is what releases fibres, and well-meant tidying is a common cause. Then run the identifier or call the advice line so the right type of specialist is sent.

02Can you tell what it is from a photo?

No, and neither can anyone else. Appearance narrows the possibilities — which is what this tool does — but only accredited laboratory analysis of a sample can confirm whether a material contains asbestos and which type.

03What does "licensed" actually mean?

Higher-risk materials such as insulating board and pipe lagging can generally only be removed by a contractor holding an HSE asbestos licence, with statutory notification before work starts. Lower-risk materials like cement sheet often do not require a licence, but still require competence and correct disposal.

04Does it always have to be removed?

No. Material in good condition and unlikely to be disturbed is usually safest recorded, sealed if appropriate, and monitored in place. Unnecessary removal creates disturbance, cost and risk that managing in place avoids.

05What does using the network cost?

06How fast can someone attend?
